About the Position: This position is located in US Army Corps of Engineers, Directorate of Contracting, Indo PACOM. This announcement is NOT intended for current, permanent Army employees. Duties

Interprets and recommends the development of overall United States Army Corps of Engineers (USACE) policy and regulations governing the worldwide contracting activities of the Corps of Engineers.,Relates policies and procedural guidance from higher echelons to specific mission assigned to the Corps and makes recommendations to the Division Chief for appropriate action.,Ensures overall accurate interpretation and application of acquisition laws, policies, directives, regulations to the development efforts of automated systems and procurement evaluation programs to support the USACE contracting function.,Establishes policy, guidance, and direction for enterprise business systems deployment and implementation.,Assists in the development and implementation of USACE workforce development policy and regulations governing the world-wide contracting activities of the Corps.,Recommends to the Division Chief new or revised procurement regulations that take full advantage of the productivity gains and enhanced professionalism potential of automated contracting.,Makes recommendations to senior USACE representatives for deviations from regulations and revision of procedures

To be considered well-qualified and receive selection priority applicants must satisfy all qualification requirements for the position and receive a score of 90 or above. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 14 - Contracting and Acquisition position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
