About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J9- Fort Meade, Maryland.
Duties
Develops and leads comprehensive contracting plans, from reviewing requirements and analyzing the market to formulating acquisition strategies and preparing solicitation documents,Manages the entire procurement process, including issuing solicitations, evaluating proposals, leading negotiations on price and terms, and awarding contracts in compliance with regulations.,Oversees post-award contract performance, managing modifications, ensuring contractor compliance, resolving disputes and handling contract closeout procedures.,Serves as an expert advisor on acquisition matters, provides authoritative guidance to stakeholders, and contributes to special initiatives to innovate and improve contracting processes.

Additional Conditions of Employment: This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years. Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. Practitioner Career Level Certification must be met within 5 years. Advanced Career Level Certification must be met within 4 years If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 3 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET security clearance. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
